CASE’s Sponsored Legislation. Last week, CASE’s sponsored legislation, SB 605, was placed on the Senate Appropriations Committee’s Suspense File. The Suspense File serves as a way to consider the fiscal impacts legislation will have on the state. A bill that includes costs of $50,000 or more to the state’s General Fund or costs of $150,000 or more to a special fund generally meet the criteria for referral to the Suspense File.  

Prior to the deadlines for fiscal committees to hear and report bills to the Senate Floor, a vote-only Suspense Hearing will be held, where bills will either move on to the Senate Floor for further consideration or they will be held in committee, meaning that they will not progress further in the legislative process this year. 

We will continue to keep you updated on the status of the bill as the legislative process progresses.  

CASE Is Back at the Bargaining Table. The CASE Bargaining Committee continues to attend bargaining sessions each week with the goal of negotiating a successor Memorandum of Understanding to the current 2022-2025 MOU that expires as of June 30, 2025.  As CASE initiated bargaining in February, we are two months in and have passed various proposals and made numerous data requests.  The Bargaining Team continues to work long hours preparing for and conducting bargaining sessions with the State.  There are volumes of data to be analyzed, produced both inside and outside of Bargaining Sessions.  The CASE Bargaining Team has engaged outside Economic & Financial experts to assist with the analysis in order to support our negotiation efforts.   

Please remember that it is critical that all members encourage their colleagues to join the fight and support the Bargaining Team in its efforts to improve benefits and salaries for us all.  An increase in our membership enrollment would serve as a critical showing of our members’ commitment and engagement in the outcome of the important terms under negotiation and the CASE Board appreciates members assisting with its efforts and extensive time commitments. 

Professional Development Days – Use ‘Em or Lose ‘Em. CASE Members receive professional development days (PDD) each year. Unlike other types of leave that can rollover from year to year, your PDDs expire each fiscal year on June 30. You can check to see how much PDD time you have on the books by referring to the Leave Balances box in your CalConnect Account.  Unlike other leave balances which get lower with use, the “TRNG/DEV” line item that reflects PDD use counts up with usage. If the number in the far-right box is less than 40, then you have PDD time to use.
