CalHR Issues Consolidation Differential Pay Letter. As you may recall, CalHR’s missteps during the implementation of the SPB-approved Attorney Class Consolidation project led them to seek SPB’s approval to delay the implementation of changes to various Unit 2 positions from February 1 to June 1, 2023. CASE refused to support CalHR’s request to delay implementation unless they met us at the table to negotiate a side letter agreement that, among other benefits and corrections to this situation, guarantees Attorney/DAG I (and related classes) incumbents in Ranges A, B, and C a 5% differential during this period of delayed implementation. CalHR this week issued the pay letter necessary to implement the range change differential that CASE secured.

Each department must key changes into their payroll system to apply the differential to qualified incumbents. CASE is in the process of contacting each department to alert them to the pay letter and differential. If you have subordinates who qualify for the differential and who do not receive payment within the next two weeks, encourage them to contact CASE for assistance. 

This is just one part of CASE’s continuing effort to ensure no further delays or negative impacts result from CalHR’s need to delay implementation of the Attorney Class Consolidation project. We expect to receive further updates from CalHR regarding the development of new class exams in mid-April.

REMINDERS

Lower OPEB Rates Coming July 1. Article 14.7 of the CASE MOU sets a formula for the calculation of employee contributions towards “other post-retirement benefits” – your healthcare costs in retirement. As part of the most-recent contract negotiations, CASE secured a limit to the amount those costs can increase in any given year. But, the OPEB deduction can decrease as well and we’re pleased to announce that effective July 1, 2023, your OPEB contribution rate will be reduced from 1.7% to 1.4%. The .3% savings will result in a modest increase in take home pay and will coincide with the July 1, 2023 general salary increase of 3%. This savings also applies to Supervisors and Managers in Unit 2 related classes. 

CASE Public Service Scholars Award. With college acceptance season nearly upon us, the Board is pleased to announce the first annual CASE Public Service Scholars Award, available exclusively to CASE Members and their dependents bound for college, law school, or graduate school. Applications will be accepted from March 1 through May 1.
